Description

The 375th Contracting Squadron at Scott Air Force Base (SAFB), Illinois, is issuing a solicitation for non-personal services to provide comprehensive Integrated Solid Waste Management (ISWM). The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform municipal solid waste (MSW) collection, hauling, and disposal for SAFB. Services include, but are not limited to, routine refuse collection, temporary container services, and support for special events (e.g., Open Houses/Air Shows), in accordance with the attached Performance Work Statement (PWS). This requirement is being solicited as a 100% Small Business Set-Aside under NAICS code 562111 (Solid Waste Collection). The Government intends to award a single Firm-Fixed-Price contract comprising a 12-month Base Period, four (4) 12-month Option Periods, and a 6-month Option to Extend Services. Award will be made based on a subjective best-value tradeoff process, with Past Performance considered significantly more important than Technical Approach and Price. All questions and proposals must be submitted electronically in accordance with the instructions provided in the attached Request for Quote (RFQ) Addendum to 52.212-1.
