Correct FCA Deficiencies Construction - Solicitation The contractor shall be responsible for all aspects of the project and each phase shall be subject to VA approval at designated project milestones. This project includes (but not limited to) all labor, materials, supplies, equipment, services, training, lighting, communications, security, operation and maintenance manuals, as built drawings, permits (if necessary), construction, installation, and commissioning.
