Description
The Contractor must provide all supervision, labor, equipment, parts, and tools necessary to repair above-ground storage tank deficiencies at USCG Base Elizabeth City, NC. See attached Scope of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 237120 and size standard of $45,000,000. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on September 1, 2026, via email to Frank.M.Powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than 3:00 PM August 21. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on August 20 at 0900 at Base Elizabeth City. Interested parties must arrange site visits with Josh Carr, Email: steven.j.carr@uscg.mil a minimum of three (3) days in advance. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form. Amendment 0001 revises the site visit date, question due date and time, and the date quotes are due. Amendment 0002 provides answers and supporting documents to questions received in response to the solicitation. The RFQ due date and time remain unchanged.
