Description
The contractor shall provide all labor, materials, tools, equipment, and supervision required for the removal of the existing TPO roof membrane on a roughly 5,000 square foot flat roof, inspection and conditional replacement of the wood underlayment (up to a 10% allowance), and the installation of a new TPO roof membrane system at USCG Base Portsmouth. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238160 Roofing Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for submission instructions & FAR 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 09/01/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 08/26/26 at 10:00 AM Eastern Time. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 08/25/26 at 10:00AM Eastern Time. Interested parties must arrange site visits with Frank Burton and Nate Chappell at frank.r.burton@uscg.mil and nathan.c.chappell@uscg.mil.
